This sounds like an escapee from over there.
It supposedly tells you all you need to know about the exact location of gas/water/power lines in the immediate vicinity.
Something like - "3 steps to the right, one forward, dig veeeeery carefully.."
But don't ask me...

Never seen so many in one place! You really would want to dig very carefully or you may strike gas when you sought cable!
I can imagine the people looking for what is buried would be able to use them.
Have your ever seen the top of two Hondas?
Those directions would make me squirrly. Great shot though.
